Colorado Surplus Property Agency (CSPA)

CSPA is the organization within Colorado Correctional Industries (CCi), a Division of the Colorado Department of Corrections, designated by Colorado State statute 17-24-106.6 to manage the disposal of all state property.

OVERVIEW

The Director of the Department of Corrections has created Administrative Regulation 450-03, Surplus Property Disposal, to manage the disposal of state agency's declared surplus. All state agencies, with the exception of Colorado Department of Transportation (CDOT) must comply. The regulation ensures accountability and reutilization of surplus in the most cost-effective manner to maximize savings on tax dollars. Surplus property disposal procedures have been automated to provide professional customer service. State Agencies can select the most appropriate disposal method online by clicking on the link, completing the required fields and clicking on the submit button.

Introduction
 

The CSPA provides centralized disposal services to state agencies to properly manage surplus property. The state agency may choose the method that best meets their need, protects the state from liability and is cost effective to save tax dollars.

Statutory Requirements

The Department of Corrections Executive Director was directed by Colorado Revised Statutes 17-24-106.6 to manage state surplus. Administrative Regulation 450-03, Surplus Property, was established to meet the requirement. AR450-03 is available as

Meeting Statutory Requirements
  • The Director delegates to the Colorado Correctional Industries and the CSPA the preparation and periodic review of AR45-03, Surplus Property.
  • AR450-03 is reviewed at least annually.
    AR450-03 provides the procedures used to manage surplus for all state agencies with the exception, granted by statute, of the Colorado Department of Transportation.
  • Suggestions can be sent to the CSPA Manager for review and possibly implementation.
Online Surplus Procedures
  1. The CSPA will pick up surplus items.
  2. The owning agency will deliver surplus items that are in good condition to the CSPA.
  3. The owning agency will dispose of non-hazardous surplus that is in poor condition as trash.
  4. Request the CSPA pick up non-hazardous surplus and dispose of it as trash.
  5. Request the CSPA to pick up electronic waste items and dispose of it through a certified recycler.
  6. The owning agency will trade-in surplus for a credit towards a new, like item from an approved vendor.
  7. The owning agency wants the CSPA to determine the best disposal method based on geographical location, item size, or other special requirements.
Online Surplus Property System
  • Click on Disposition Form 276..
  • Select the disposal choice.
  • Complete all entries and submit. Entries are to comply with regulatory requirements for tracking surplus and to protect the interests of the state.
  • The CSPA will receive the form via email.
  • The CSPA will review and reply electronically, via email, to the agency within two working days with appropriate instructions, pick up schedule, or approval of the requested agency disposal method.
  • Any questions can be directed to the CSPA Manager of the Surplus Property Supervisor.
Disposition procedures for State Agencies

State Agencies may select from the choices listed below to dispose of their surplus items. It is up to the manager of the agencies property to select the choice, which is most cost effective and safeguards the state's interests. Clicking on chosen link will provide the application disposal form and instructions for completion. All required fields must be completed. Upon completion, the form will be electronically submitted to the CSPA for review. The CSPA will review and approve the choice if it is determined to be appropriate. Approval of scheduling a surplus pick up will be provided via email to the customer. The CSPA will strive to respond within two working days.

*The standard pick up hourly charge of \$40.00 is waived if there is a minimum of 10 items to pick up. *Items are sent to a certified recycler of electronic waste materials. * Fees are periodically reviewed and are subject to changes based on actual recycler fees.

* Monitor (color) - \$7.00 each
* Printer - \$5.00 each
* Copier, Desktop - \$7.00 each
* Copier, Stand alone - Cost is by actual weight, \.10 cents per pound, plus 5% for S&H
* Fax Machine - \$7.00 each
* Scanner - \$7.00 each
* Television - less than 19", are \$10.00, larger than 19",\$15.00, plus \$5.00 for S&H.
Public Auctions
  • Auctions are held starting at 9:00 a.m. on the third Thursday of each month at 4999 Oakland Street, Denver, Co 80239. No cost registration starts at 8:00 a.m. on auction day. There is no preview day.
  • Items may be bid on individually.
  • All items are sold "as is where is" with no warranty implied or otherwise.
  • Items must be paid for by 3:00 p.m. on the day of the auction. The only accepted payments is by cash , credit card, or a pre-approved check application.
  • Items must be removed no later than 6:00 p.m. on the day of the auction.
  • All bidders must register (no cost) and sign a form agreeing to abide by all the auction rules and procedures. Non-compliance will result in banning from participation in state auctions.
  • No auctions list of items is published.
  • Bidders are responsible for safeguarding purchased items. No refunds or credits are given for missing items.

The CSPA is open 8:00 a.m. - 5:00 p.m. Monday - Friday (except on legal holidays).
